Regulatory Officer

We are seeking a motivated and community-minded Regulatory Officer to join our Regulatory Services team.

This is a diverse and people-focused role that plays a key part in ensuring our community remains safe, compliant, and operative. You’ll be working across a range of regulatory areas and engaging directly with members of the public, contractors, and other council teams.

This is a full-time role which may require occasional weekend and public holiday work.

  • Computer literate and confident using mobile and desktop applications (training provided).
  • Strong communication and conflict resolution skills, with the ability to de-escalate situations professionally and respectfully.
  • A high level of personal integrity, reliability, and discretion.
  • A team player who is open to diversity within the role – from fieldwork to office based tasks, every day will be different.
  • A current, full NZ driver’s licence (essential).

Key responsibilities include:

  • Monitoring resource consent conditions to ensure ongoing compliance with the District Plan and Resource Management Act (RMA).
  • Investigating and responding to unconsented building activities, working closely with the Building and Planning teams.
  • Investigating and responding to breaches of Kaikoura District Council’s by-laws.
  • Undertaking parking enforcement duties, including issuing infringement notices and promoting responsible parking behaviours.
  • Providing occasional cover for Animal Control, which may include responding to dog complaints, stray animals, or assisting with impoundment procedures.
  • Keeping accurate records, preparing reports, and using council systems to manage workflows.

The salary band for this role is $55,000 to $62,000 dependent on experience

The role is for 80 hours per fortnight – (Monday to Friday, occasional weekend and public holidays may be required).
